There's rumors going on now that the NHL for example may have to drop the salary cap numbers significantly because of the revenue they'll lose with this virus (they likely won't finish out their season/playoffs and possibly beginning of next season).

I probably would (then you can trade Anderson for a CF later on or see if TA can play CF adequately). I usually don't risk trading ML ready guys for A ball prospects but Franco is lone exception. Kid is that good. If Tatis Jr. were still here though, this wouldn't even be a question but alas...
