There are legitimate reasons that Giolito has improved. He changed his mechanics, his training regimen, his pitch usage, etc. The results have been a huge improvement. It's not just a mirage, he found a working formula.

In the second, you list five pitchers, two of which are Strasburg and Keuchel, and say that two of them are needed to "give us a true contending rotation". So which is it?

There's some luck and some skill involved. The ratio of each is what is worth debating. That said, there's no reason for any MLB team to not maximize their investment in player development. It costs less than players themselves, and the returns on investment typically are massive.

They won't do it, but the White Sox should just game the system by promising Rutschman a $9+ million bonus if he tells other teams not to draft him, similar to how the Royals got Brady Singer to fall to 18 last year. Positive regression is a thing. As an example, Willy Adames is due for some positive regression.

With all the WAR talk, just thought it would be interesting (though fairly meaningless) to point out that Moncada would have a 22.7 fWAR season at his current pace. Mostly this points out how unsustainable his current pace is, and how dominant he's been in the first 5 games.

I suppose it depends on the definition you use. If you use the definition I've seen used (50 grade or better in each category), there are more than you think. If you're being more exclusive about it (i.e. requiring a 60 or "plus" grade in each category), then the number will obviously shrink. I don't know that anyone in baseball other than Trout would qualify under the second definition.
