In most cases it takes into account supplementary spending that has been passed, but not any expected supplementals that are thrown in along the way. Going along with that question, in the last budget/supplemental submission, it was pretty obvious that the military was taking things that usually would be bugeted for in the normal budget submitted to Congress and holding them back until the supplemental bills came along. Things like normal repair work, purchases totally unrelated to Iraq/Afghanistan, etc.

  5. Sadly, the data doesn't support the "Tax cuts are wonderful and generate more revenue" idea here. Why? Because the government is still taking in LESS revenue than it did before the first tax cuts. The idea of the laffer curve is that there is a point at which increasing taxes will lead to less total revenues because of stunted growth, but there is also a point at which decreasing taxes will lead to less total revenues because the rate is too low. We cut taxes, and the government immediately started taking in less revenue. It has taken in less revenue since those tax cuts every single year. There is also probably more to the story of this deficit number than meets the eye.

  7. I still like Borchard and I still think he has the potential to be an Adam Dunn type character for someone. However, I don't think it'll be for us, for 1 simple reason. He's out of minor league options after this one. In other words, if we bring him back up, he can't be sent down again without clearing waivers and giving other teams a shot at him. I think he'll probably move if KW does any sort of deal, for that simple reason.

Come up with whatever objection you want, but it'd be really hard to be in one of those other countries and see the deliberate absence of the U.S. represenative as anything other than a deliberate snub.

  19. Also don't forget...it's them pitching 1 inning, in most cases out of the bullpen. Aside from Nathan, none of the others are acclimated to that. And on top of that, pitching against a bunch of All stars has a tendency to make everyone look bad.

On a geology field trip when I was a Junior (sedimentology class looking at beach, marsh deposits) we were on the Panhandle near Appalachicola and renting out a couple of rooms on the beach when a shuttle was going up. Naturally, I was the only one on the trip who knew shuttle launch schedules, so I was prepared to hop out of bed and hit the beach @ 5:00 a.m. to watch the thing. Actually could see a big ball of light rise up in the sky to the SE, and then dispapear behind the clouds. The sun then started to come up and illuminate the smoke trail. Incredible sight. I also heard the sonic boom from one flying overhead one morning while I was in high school...waiting for the bus.
