Even though an infant will not order a meal many servers, including myself back in the day, will look at is as additional work for that table. "Can you grab us a high chair?" "Can we get some crackers?" "Can we get some crayons?" "Can you clean up this drink my kid knocked over?" etc. I had no problem adding infants to the headcount of a table when it turned out I had to perform additional work.
