I would assume that a bloated payroll with an underacheiving team that keeps fans from the game plays a part in how much money you have to spend on the draft. With the Pirates payroll, it makes it much easier to spend that much at once.

This may be the closest they are to the playoffs in years. You don't know how much better it would be or how long a rebuild would take. Consistent mediocrity is better than whats going on in KC or Pittsburgh or Baltimore.
