Not surprising at all. I would have done the same thing in his situation. Most likely he will win this case as the NBA lost a similar lawsuit years ago. It will be interesting to see where he gets taken if he wins the lawsuit. He is obviously a tremendous talent but seems to have some personal issures (see Lawrence Phillips). I don't think this is going to lead to a NBA type situation where you have guys constantly jumping after high school or a year of college. NFL teams would never draft a guy out of high school because there is far to great of a difference in size and athleticism. Also, money in the NFL is not guaranteed so guys would be more hesitant to jump to the NFL early unless they are going to go fairly high where they would receive larger signing bonuses, which is the only guaranteed money NFL players get.
