Without a cap from the union, the owners won't agree to a floor.

Right. It will never happen. Normally, Rick Hahn and Kenny Williams are good to sign the free agents nobody wants, but it's becoming more and more clear that Free Agents are an overreach outside of the marquee franchise changers.
