Where you do see it is if a governor loses legitimacy in governing, where congress refuses to send legislation where the executive would be required to enact the law. Fox uses a legitimate and good independent polling company for their surveys, same as every other major media org does. The big difference is the Emerson poll is land line only and the fox one includes cell phones, and as balta said, constructing the voter turnout model for tomorrow involves a huge amount of guesswork. If the 2016 electorate turns out, it's Moore by a decent amount. If there's a decent uptick in black and younger voter turnout, Jones could pull it off.
