With the Padres covering half or so of his salary, if he can be a serviceable 4th starter he could be moved. Probably not much of a return, but at least some payroll being cleared. Considering Covey is a Rule 5 draft pick, and as such would have to be offered back to the A's if sent down, I think he's among the safest pitchers on the entire roster.
