If they see enough stuff with him and think he could contribute in the pen the next few years, there's no reason not to keep him on the roster for this rebuilding year. At this pace he'll need 30 starts just to crack 150 IP. I'm with Feeky on this one I don't know why they took him in the Rule 5 as he has little upside for Cooper to work with. The clay just isn't there. Maybe you move him to the pen he gains a couple ticks of velocity but he's still got mediocre off speed offerings and is still right handed. Personally as soon as one of Fulmer/Lopez/Rodon/Shields is back or MLB ready I'd just offer him back and if they don't want him put him in the pen and send Beck down. Yeah, that was during the steroid era and runs were up like crazy (for comparison's sake, Santana bookended his career with an ERA- of 129, but that was 6.49 in 2000 and 4.85 in 2012). The reason guys are even available in the rule 5 is because they need more minor league work. To think Covey could be league average this year would be crazy talk. If that were remotely probable, Oakland would have been foolish to expose him. As you said, he was drafted with 2018, or even later in mind.
