I think they really want to wait as long as possible to bring up those higher-ranked guys, so they don't have to bounce them back and forth. In the meantime, they get to audition a long line of 5th starter types (Danish/Cooper/Guerrero) for the back end of the bullpen. Hopefully at least one of them sticks, to go along with Burdi. Hopefully they'll follow the path of the Braves in the late 80's, with Avery, Glavine and Smoltz, but getting 2 HoF pitchers is probably asking a bit too much.
