When they think a guy is ready in W-S they won't keep them there because Hawkins. They already had to promote Fisher before he really showed he was ready. They clearly believe promoting one of our players in W-S does them more harm than good, and they don't care if it hurts Hawkins because he's not a prospect anymore. If it wasn't Hawkins, it would be "insert minor league free agent we've never heard of before". Their focus is on giving those hitters in w-s the appropriate challenges. We get it, Hawkins sucks.
