On 7/2 of any given year, they announce signings for that signing period. Meaning 7/2/2020 they will announce signings of the '20 signing period. Scouting and handshake agreements are worked out before the official signing period that's why you see a bunch of signings leaked or announced leading up to it. Now back to the Sox, Robert was signed as part of the 2016 signing period, our penalty years are 2017 and 2018 (current signing period).
