Low-revenue teams that succeed -- whether by finishing above .500 or making the playoffs -- would be given greater draft positions or bonus pools under the union's proposal, according to sources. Limiting the pitching staff to 12 and having a pitcher face a minimum of 3 hitters are contradictory to lowering the pitching mound. I don't understand why those would be in the same proposal.
