I'd say college was less than 20%, and minor league baseball wasn't anything like it was prior either. You're probably looking at around 10% today. Deadening the ball helped lower the numbers post 2004. Players are a lot better at gaming the system now though. Lots of guys are beating the olympic test. The offensive boom of the late 90s early 00s didn't come out of nowhere like the juiced ball did, it came as a result of expansion.
