Ruiz is just not real good in general. He had good numbers in mop up duty early, but in high leverage situations he's been very shaky.

You have to ask for it and if the umps think it's worth a look they'll look at it. More often than not, they will look at it if you ask.

From reading all if these you would have thought that it was bases loaded and no one out.

I looked online and he allowed one base runner

You can challenge anything thats challengable if you haven't used your challenge in any inning. If you have lost a challenge you can still ask for one and the umps  pretty much always will allow it .

Yeah, both Heuer and Ruiz allowed 1 baserunner and people might be surprised to learn that a 1.0 WHIP is actually good.
