Their payroll is plenty high enough to put together a much better roster than this.

This year they have the 7th highest payroll in baseball. 6M below the Red Sox in 6th. We know the budget was there for the Sox to go above that because they tried acquiring Manaea. This year, the issue is a resource allocation issue, not a lack of resources.

this was true last September and helped make the difference between getting HFA vs Houston and not. hopefully they've finally learned their lesson, at least

The owner not signing off on large contracts is also an issue. If Jerry won't allow Hahn to sign large contracts, then he spends where he can.

There have been way too many failed acquisitions over the years not to blame Hahn.  But I don’t want to lose sight of the fact of what this owner, who has operated on a losing model long before Hahn came along, has inflicted on him to make his job harder than it should be.

Not trying to call you out, but I've seen other people say this, too. I don't think people who only follow the Sox realize how bad McCann has been since signing with the Mets. He is terrible.
