They can ban an IP address so some people would be shut out from home or work but others with a dynamic address of who use public access will still be able to sneak by. Seriously, all it takes is getting on another computer or having a dynamic IP off of a DHCP server and people can get back on. The mods have their hands full and I don't envy them.
