The difference is they have a scouting/ minor league developmental system that is second to none, so when they let guys go, they have guys brought up who are just as good, sometimes even better. Cincinnati, Pittsburgh and even Cleveland have also let good players go before hitting arbitration seasons and/or free agency. Commissioner has no authority over how individual teams conduct their business. He could possibly do something under the "best interest of baseball" clause but of course if he did, the owners would get together and fire him like with Fay Vincent. There is a middle ground you are missing here, where instead of throwing the guy 100 innings in the first half of the season, they use him for shorter outings at the beginning of the season, thus leaving him more innings for the end, and for a team who might trade for him to utilize.
