With him only going 3 innings this late in spring, albeit three impressive innings, It appears to me that he is currently fighting for a bullpen spot, Long Relief. That could change however if SS struggles continue. I think it's likely that he opens the season in the pen and is moved to the rotation after a couple lackluster SS starts. The problem is who would you have taken the innings from? with Neal being young and still having options, plus being about 8th or 9th in line as a starter, he was down the list for those innings.
