There is a way to do it, depending on how you built the animated gif and what software you used. Several of the softwere packages have a frame rate setting. If the one you are using does not, you can 2x, 3x, 4x etc., each still ovver multiple frames to effectively slow it down. That will slow down the initial playback because so much redundant data has to download, but if the gif is indexed right it should still be quite small.
