I've worked with companies that have these rework-rebuild operations. They will completely disassemble the item, clean and test each component, and reassemble units from these parts. It is very rare for any company to spend the time to troubleshoot an individual product. It is cheaper to rebuild and ship out. They use them for warrenty repair, some wind up in discount stores in plain white cartons for 1/2 price. The problem with all the PS2's being sent back is that it's all the SAME problem, meaning all they have to do is a little bit of tweaking inside the system, maybe a little cleaning, and voila, your PS2 is good as new. I tried cleaning the laser and discs first, but then I just gave up and called. I had to call first to get the problem fixed for free, they asked me some questions then I had to write something on the box about it being free.
