She had figured exactly how she would get to St. Anthony Hospital when her second child was due next month -- with a "Plan B" and "Plan C" lined up, just in case. Chicago Police evidence technician Phillip Campbell also had plans early Tuesday morning. He was headed to the scene of a shooting and, unlike Jackson, newborn babies were far from his thoughts.
