Many unskilled immigrants are living in the southwest. They migrate with the crops every year, picking crops. Their kids are only in school a few months out of the year. They walk across Mexico from South America, wanting to live in America. Also, since most schools are funded through property taxes, the schools have less money. It gets to be like -20 in the winter time for weeks at a time. I don't know how any sane person lives up here, let alone SMART people.
