Here's a guy rolling around the neighborhood, high as a kite by his own admission playing stupid games with the police ( stopping then rolling away again as they get out ), almost takes out a house with his SUV, then backs up toward police officers. It's probably a fact lost on the LA Times staff writers but when you drive a vehicle toward dismounted police officers that is a direct threat on their lives and they have the right to use deadly force to end the threat. Chicago is so police-shooting phobic that the bullets supplied to CPD officers are designed NOT to kill unless the bullet strikes a vital organ or deadly force area (head, neck, throat, spine, etc).
