Using a radar gun to determine a pitcher's ability is utterly ridiculous. Billy's problem is he throws very straight. Koch has always thrown a straight fastball, but with any drop in velocity he sucks worse than ever and despite his great off field attitude he doesn't seem to bear down on the bump when really needed and looks shaky a lot(look really closely people).
