I have a feeling there’s a larger back story here then what’s in the news account. What brought this guy to the attention of the authorities? Most animal control people aren’t exactly proactive, especially on something as small time as a cat license. Why didn’t he just buy the license after he was ticketed? Then they would have had to send the cat to the Mayor of Las Vegas to raise. And you know he would probably have the animal declawed at the first signs of trouble.
