However, this commission remained unfunded and unstaffed for 15 months. Finally, they are starting to schedule hearings for this oversight board. It has no subpoena power and no budget. It will be looking over domestic wiretapping, data mining and the Patriot Act and it's chair will be Carol Dinkins.
