Until then, they're all too happy to ignore it. I agree. This will turn out to be a very difficult issue. As I mentioned a while back, this is something not really accounted for in the Constitution. The checks against the legislative branch don't really amount to regulation, which is what is needed here. I forget - is OMB the Congressional body, or executive body? I always forget which of those internal audit departments fall where. Whatever the executive one is, should perhaps be given a lead role in this.
