The idea is always brought up that fines or penalties could be increased, to fund further enforcement. But what actually happens is, fins and penalties are increased, but the money goes elsewhere. It is only checking new hires, and only after a system is funded and in place. That is the perfect solution, IMHO. The competing bill would have employers checking every employee.
