Brian Colangelo.

 

He is a great gm, turned around the suns and the raptors.

 

Made outstanding moves for both teams.

 

Close second Billy Beane.

 

Tight budget and still manages to get the As to the playoffs. They are so bad on paper but manage to win kind of like the Twins.

The only GM I am really familiar with is KW, and I think that most of his moves have worked out pretty well.
