There isn't a department in this state that couldn't actually CUT 5%. And I mean use less money, not only increase by 5% instead of 10%. The problem is when the politicized managers of the various departments are told to do this, they try to make the cuts as painful as possible, so that people will whine about it, instead of eliminating the second cousin that sits in the corner office playing Candy Crush all day, or maybe having a few contract go to the lowest bidder instead of the most connected one. I now live in Ohio, which has some similarities to Illinois in the strong blue metros/strong red rural areas and traditionally competitive governor races. We at least have a progressive income tax scheme. How does a state that has recently been blue at every level still have a regressive tax structure? One of our sides was begging for money and rules to fix voting machine issues in 2002-2003 and we wound up with more expensive crappy voting machines that didn't generate paper trails in districts that could afford them and no real improvement in districts that had a small tax base.
