That's a soft lob with a routine step forward for me and I throw faster than that playing catch. So for a kid to be able to throw as hard as this kid is not at all uncommon, and when one does throw that hard, they might be good, but not THAT good. Maybe he's pitching to 8 and 9 year olds who just came up from a coaches pitch league. In most coaches pitch leagues the coach will just loab the ball over the plate almost like slow pitch softball.
