They have been attacking private yachts for quite a while now. There have been efforts to create a corridor for private non commercial vessels to pass. Many people retire to boats, much like RVs. I think that allowing themselves to be captured last time was a serious PR nightmare for them, and their standing orders for engagement have been changed.
