I HATE the police, but when you get older, you learn to forgive and mature it out. I'm already a ceritifed armed security officer. Mighta made that % too big cause I got a looong ways to go. I went here: http://wonder.cdc.gov/Census.HTML and did a search and found that the minorities of those 4 states are 1/3 to 1/2 Hispanic. It was a generality.
