Believe it or not, that's somewhat of a legacy of the Carter administration. It was Carter that presided over requests to restart the arms race with the USSR after their invasion of Afghanistan in 1979 and 1980.

It was also the Cater administration's idea to provide aid to the mujahedeen in Afghanistan when the Soviets started intervening. Reagan's people took that idea and ran with it.

The governor of Massachusetts today named Paul Kirk Jr., a former Democratic National Committee chairman and close friend and former aide of the late Sen. Edward M. Kennedy, to serve as a temporary replacement for the deceased senator until a special election for the seat is held in January.
There's still a possible avenue for the Mass. Republicans to mount a legal challenge if they're so inclined. We'll see.
