Quick History Question

I need a quick bit of help, during the Theodore Roosevelt administration there was a book published documenting the horrible conditions of urban life in New York City. If I remember correctly the author was invited to the White house to discuss the matter personally with the President. I need the name of the author. I’m blanking, right now, and it’s pissing me off. Google thinks I’m being too vague.
