Most organizations see that their top pitching prospects have already gone the amount of innings planned for the year, so most organizations will send guys who are more borderline or need experience to have another chance to evaluate them and to work on stuff. The AFL does more so because the pitchers are working on stuff and the top guys are being protected/saved. Yeah, I am not the type of guy who believes that most prospects turn out, but if we get anything close to potential from one of them, we are going to be set for a long time in CF.
