I can't for the life of me fathom how it would. Playing devils advocate, my hometown houses a maximum security prison, where they also happen to do all of the executions for the state of Indiana. We have had a few escapes, including three inmates who were out for about a week. Escapes do happen in our prison system, it isn't a big leap to think of escaped terrorists running around.
