Because when a magnitude 6 quake (btw, it's no longer called the Richter scale) hits an area that isn't poverty-stricken, the existence of things like building codes tend to save a ton of people. Case in point...the shaking from the Chile Quake was almost certainly stronger than the shaking in the Haiti Quake in several populated areas because it was so much more powerful, but in Haiti, basically every single building went down.
