Is it even possible to "take over" the Internet like that?

sure, but they would need some sort of control over internet providers, large internet companies, search engines, traffic on private systems, ect. they would need to be involved in a whole lot of stuff.

On a similiar note, anyone see that 60 Minutes piece about cyberwarfare? Using the internet to gain access to various utility services?

Pretty interesting. I'm wondering wtf utility companies have their equipment on global servers. Can't they set up localized networks that can't be hacked into? Perhaps Obama's proposed powers stems from fear of something like this happening (though I would think that that point it'd be too late).

And how many billions would the economy lose if he did shut down the internet, even for a day?

Cyber security is the next big wave for utilities. It's coming on very fast.

edit: yeah, jenks, that's exactly why something like this bill is being proposed. If you've got foreign attacks, you can shut your network off from the rest of the world.

Hell even if he shut it down for an hour or two.

IIRC this was first proposed during the Clinton admin, a couple of times in various stages during Bush. How important is the internet in the event of an attack by the enemy (whomever that may be) and who best to fight the attack? An all out assault at government services (some of which may have been privatized) water treatment, sewer, various food chain items, could be a real problem. Perhaps we know what the US plans would be if we attacked someone in that way.

I don't know the answer. Perhaps a hundred thousand system admins of various skill levels, each fighting an individual battle to save their system versus a coordinated government/military defense. :huh

Does the government have powers over the airwaves during these times?

The government technically owns the airwaves and leases the rights to television, radio, and cell phone providers. Does the government own either the wires that connect your home/business to computer networks or the servers that you're accessing through those networks any more?

No they don't.
