Everything else in the budget that has gotten bloated as hell was/is his policy. Especially since he added the stimulus and health care (saying that wouldn't add to the budget and a month after it passed it does, ANOTHER lie) as a baseline. The point is, you give someone $1,000 to spend, it would cost $100 normally, they will spend the $1,000 so that they get $900 more next year and scream 10% cut, look what I did!
