It's actually not the right call, there's an entire book on interpretations of the rule, it's not black and white like what was listed. If you look at a team like the Mets, who has FOUR starting pitchers who are close to 1 SO/Inn. Guys like Jason Hammel and RA Dickey, and even our boy Phil Humber who averaged closer to 0.5 SO/inn in the past are racking up strikeouts in bunches.
