The only reason Illinois would have any issues is that their football team may not be as profitable as other Big 10 schools and therefore they need to use more of the basketball revenues to pay off the other sports expenses. Im not a huge Smart fan though, havoc is great against mid-majors and for 1 and done tournament situations, dont think its going to win out over a Big 10 conference season though. I saw that too, I'd be intrigued he can definitely take a mediocre program and put it in the top 25, but his intensity kind of scares me.
