Makes it sound like they're pulling back on the search inside the perimeter. Will keep police on the streets in the area but are declaring that the intense search missed him. The briefing officer just said that at the time of the shootout last night they didn't have the manpower in position to both deal with the first aid issues and to establish a perimeter.
