It is not in the CBA and as far as I can tell, it is located in the MLB Professional Rules which I cannot locate. Any help would be greatly appreciated! But, if at all possible, I am trying to locate the official rules as some sort of .pdf. Something that if I cite to it can be more official than just a website.
