The Bears got to the SuperBowl and a NFC title game in the last 10 years. The Bears could do much better of course, but it's not like they've been doormats every year since their last NFL title. Honestly though, as Bears fan, I dislike (hate is too strong a word) the Packers because they are our biggest division rival but I do respect them and I actually do like Rodgers.
