Yes it was entirely Robin's fault that he didn't come out of the dugout until Beli motioned to Herm/Robin. Unless of course someone in the dugout was holding Robin back but they didn't show that on TV.

 

Not blaming Belisario's subsequent wildness on Robin but I am saying that Robin should not have just sat on his ass passively in the dugout while two umps stopped the game and approached his pitcher without immediately going out there to find out WTF is happening and give his player a little moral support.

He does...but his acquisitions that bombed were part of the problem. Attempting to remedy that would be nice.
