There are penalties based on how far over the caps you guy, but it isn't like an NHL/NFL system where you can't go over the cap no matter what. Apparently players were taking pretty big discounts there as compared to the DR counterparts of equal quality. No idea what it means for Mendoza specifically, but worth pointing out.
