I don't know if this is still canon or not but he was a notorious drug dealer who ran drugs across the galaxy, it not ridiculous to think that he would cross paths with the Empire or the Rebel Alliance. Remember his line in A New Hope when Obi Wan ask him how fast the Millennium Falcon is, "I've outrun Imperial starships.
